* Michael Basile has been re-elected as managing member at Spilman Thomas & Battle by the law firm's members. He is now in his tenth year as managing member and will serve an additional three years following his re-election.
Basile also maintains a state and local government relations law practice focused on issues and policy affecting economic development.
* Jill Francisco, an advanced certified paralegal with Huddleston Bolen, was elected to serve a second term as secretary of the National Association of Legal Assistants/Paralegals at the organization's annual convention in Oregon.
Francisco has worked at Huddleston Bolen's Huntington office since 1997.
* Chelsea Ruby has been named director of marketing and communications for the state Department of Commerce by Commerce Secretary Keith Burdette.
Ruby previously served as executive director of the state Sesquicentennial Commission. Since 2012, she has also worked in Gov. Earl Ray Tomblin's office, serving as special assistant to the director of communications.
* Tia Welch, business community liaison for the Charleston Job Corps Center, has been elected as the new president of the South Charleston Rotary. The organization's first African-American female president, Welch hopes to focus on community service projects, increase Rotary membership, and become more involved in local elementary and high schools.
Also elected to the rotary board were Mohammad Ahangardezfooli, a technical supervisor for Frontier Communications, who will serve as president-elect, and Anna Humbertson, a branch manager with Huntington Bank, who will serve as board secretary.
Kelly Woodyard, a vice president in Huntington Bank's business department, will continue to serve as Treasurer.
