CHARLESTON, W.Va. -- A Charleston man was arrested early Wednesday on child neglect charges after a neighbor reported hearing a child cry inside his apartment for more than four hours.
A neighbor called 911 to report hearing the child's continued crying and police arrived about 12:40 a.m. at the apartment to find the man passed out and the toddler strapped in a stroller, said Sgt. Tony Hazelett, of the Charleston Police Department.
Police had difficulty awakening Charles Browning, 56, who appeared to be under the influence of some type of narcotic, Hazelett said.
The 19-month-old boy was strapped in a stroller inside the apartment where there was no air conditioning, Hazelett said. The residence was 1404 Virginia St. E., Apt. F.
Browning was arrested on charges of child neglect creating risk of injury. The child was placed in the care of child protective services.
Browning's wife, Mary, was arrested on Monday and charged with two counts of burglary. Mary Browning, 33, is lodged in South Central Regional Jail with bail set at $20,000.
Charles Browning was also taken to South Central Regional Jail.
