"Quite frankly, they all have the same problems, just on different scales," Dooley said.
Every municipality in Kanawha County is a member of the municipal league. In fact, the organization has had a 100 percent statewide membership rate for the last five years, meaning every municipality in West Virginia is a member. Dues are calculated based on the municipality's population.
St. Albans Mayor Dick Callaway is the current president of the municipal league. He said over the years, his city has benefited from networking opportunities through the league.
"There is a multitude of services provided to the cities by the league," he said.
Callaway said for example, St. Albans can offer and receive ideas about operating its drug task force from other cities in the state. In addition, because St. Albans was the first city in the state to have a teen court, the league gave St. Albans an opportunity to help other cities start similar programs.
The mayor added that St. Albans is planning to be an applicant for home rule status, and that this week's conference will help the city prepare its application.
The conference continues through Friday afternoon.
