White, who served seven years as the finance committee chairman, said he would miss the old role. He hasn't given much thought to changing positions, but he said he's honored to work with Miley in any position.
"Maybe it's time for a change. Maybe it's time to do something else," White said.
Miley and White agreed the longtime finance chairman and banker would still keep a close eye on the finance committee.
That doesn't mean Miley isn't confident in Boggs' abilities: Miley said he has the utmost confidence in Boggs.
Bogg's said he's honored to be the next finance committee chairman, and he knew the change was a possibility.
"The speaker ran for speaker with the understanding of making minimal changes," Boggs said. "I think this is a change he felt would be good for leadership and good for the House."
Although Boggs has been a member of Democrat leadership, this is the first time he's chaired a committee. He said he's excited for the new responsibility, and wants to take a hands-on approach as a committee chairman.
Boggs and White said they think the state is in good financial shape. Boggs said it's still early to talk about budget specifics, but he did say lawmakers need to keep an eye on waning proceeds from coal severance taxes.
Boggs agreed with Miley that his move is lateral. White said he's looking at it like a promotion.
The majority leader works closely with the speaker to dictate and execute the majority party's policy objectives. The person is in charge of helping the speaker run through procedural motions when the House is in session as well.
The majority leader is paid more than other delegates too. The person is earns an extra $50 every day of regular or extraordinary session, according to state code.
The chairperson of the finance committee is consider powerful: every bill that affects state money, including the budget, must go through the committee. The chairperson is entitled to an extra $150 per day for a maximum of 30 days when the person does work related to the position, according to state code.
In taking the speaker's role, Miley vacated his position as chairman of the judiciary committee. Thursday he promoted vice chairman Tim Manchin, D-Marion, as the committee's next leader. Kanawha County Delegate Mark Hunt is the new vice chairman of the committee.
Speaker Pro Tempore Randy Swartzmiller of Hancock County and Majority Whip Mike Caputo of Marion County remain in their positions, Miley said. No other committee chair positions changed.
Delegate Barbara Fleischauer of Monongalia County moves to vice chairwoman of the health committee, and Delegate Dave Perry of Fayette County is the new vice chairman of the education committee. Perry takes over for the departing Delegate Josh Stowers, D-Lincoln, who recently took a job with the treasurer's office.
Miley said a few leadership positions in the minor committees are changing. He'll make those announcements soon.
