PHILIPPI, W.Va. -- A disabled man crawled up two flights of stairs at Philippi City Hall to protest the building's lack of handicap access.
Earlie Delaney of Anmoore tells The Inter-Mountain (http://bit.ly/TfsiUW ) that the lack of access violates his and his family's 14th Amendment rights to equal protection under the law.
Delaney lost a leg to diabetes in 1999 and later injured his back. He crawled up the stairs Tuesday to attend a City Council meeting on the second floor.
City Clerk Tammy Stemple says city officials would have made special accommodations if Delaney had notified them that he wanted to attend the meeting.
City Manager Karen Weaver says the city is working with the federal government to upgrade the building.
