Let's treat auto ownership the same as gun ownership.
We should start by banning all high-horsepower and high-speed automobiles, as these are more likely to be used in the commission of a crime and cause more accidental deaths and injury than other types.
No one can justify owning a high-powered auto.
No person would be licensed to own or operate an auto under the age of 25 or over the age of 65. Accident data bear this out.
Set up a national database of owners and drivers so background checks may be made before any autos change hands. This would keep autos out of the hands of the mentally ill, violent criminals and of course anyone convicted of drunk driving or substance abuse.
Require automobile owners to report within 24 hours the discovery that their autos have fallen into unauthorized hands. Failure to do so would be a felony, making the owner responsible for any event involving their auto.
Automakers and dealers would be held criminally responsible if any auto is used in the commission of a felony due to the sale of an auto to a disallowed person.
Require fingerprint scan security to start or operate any auto in addition to key locks and alarms. Require all auto owners to carry $10 million in liability and uninsured drivers insurance as the mentally ill and criminals do not obey auto control laws.
