It is important for citizens to understand that politicians do not typically develop business or economic plans.
They aren't business people, they pay other people to do it. Or, a special interest group provides it.
Their goal is to get re-elected or move to a position of more political power.
Whatever plan they accept they must make acceptable to their constituents. They must be able to convince the taxpayer they need it. Be prepared to explain why the plan is having problems or why more money is needed to complete the plan.
Politicians are politicians. They have operated the same way since man decided government was a necessary evil.
Politicians aren't businessmen even though they are running large economic engines. In most cases they are people who make their living as politicians. Politicians get reelected by giving you things and spending, spending, spending. Not by taking them away.
West Virginian's have always tracked their federal representatives suitability for office by the number of grants they send back to the state. Granted that is your money taken in the form of taxes, but as history shows they can easily convince all that it is for our own good.
No matter what fund a politician places money in they will spend it. That's how a politician survives.
