Putnam man arrested on charges of impregnating girl, 13
CHARLESTON, W.Va. -- A 28-year-old man has been arrested on a felony charge of first-degree sexual assault in connection with impregnating a 13-year-old girl in Putnam County.
Justin Matthew Vance, of Liberty, is held in Western Regional Jail with bond set at $250,000.
Authorities began investigating in September of 2013 a complaint that the juvenile was "engaged in an inappropriate relationship with the defendant," according to a criminal complaint filed in Putnam County Magistrate Court.
Vance was staying at the victim's residence when the assault occurred, according to the complaint. In January, it was confirmed that she was pregnant, the complaint says.
During counseling with a doctor, the girl said she had sex with Vance while her parents were sleeping in another room, the complaint says.
The girl suffers from "developmental learning difficulties," according to court documents.
